Kyushu (九州, Kyūshū; lit. "Nine Provinces") is the third largest island of Japan and most southwesterly of its four main islands. Dazaifu was established as a special administrative term for the region.[1]

The Group of Ten is the organization that upholds the highest authority in the Dazaifu Central Bureau, and thus, it controls the political decisions of Kyushu.[2] They devise a plan to establish Kyushu as an independent country, separate from Japan, and decide institute a "declaration of war", pronouncing Hoshimiya Eiji as Kyushu's ruler.[3]
Soon after, their declaration of war spreads on the media at a fast pace. The main perpetrator is shown to be Eiji.[4] He later officially declares a war with the Japanese prime minister present.[5]
